SUMMITS IF THE AMERICAS MANDATES

On the theme of

INFRASTRUCTURE

Plan of Action Third Summit of the Americas, Quebec Canada 2001:

Infrastructure and Regulatory Environment:

Recognizing that environmentally sound, safe, and efficient transportation systems, are essential to the quality of the daily lives of the people of the Americas and reaffirming the support for the ongoing efforts of our Ministers responsible for transportation, through the Western Hemisphere Transport Initiative (WHTI), The Heads of State and Government gathered in Quebec, Canada in April 2001, decided:

To promote and facilitate cooperation, convergence and information-sharing in the transportation-related activities in the Hemisphere with a view to ensuring the environmental sustainability of transportation systems and infrastructure

To emphasize the need to develop proper infrastructure and high safety standards while recognizing the importance of human and institutional capacity development in ensuring the safety of transportation services;

Actively and collectively encourage international maritime and air carriers to fully comply with International Maritime Organization (IMO), International Civil Aviation Organization (ICAO), and International Atomic Energy Agency (IAEA) standards of safety governing the transport of dangerous goods including nuclear, hazardous and noxious substances

To invite countries shipping radioactive material, including waste, to provide timely information to potentially affected states in the Hemisphere relating to such shipments, consistent with the need to maintain and ensure the safety and security of those shipments, and;

To instruct Ministers of Transportation to explore the possibility of discussing the modernization of air services in order to meet the growing flow of people and goods.

Special Summit of the Americas, Monterrey, Mexico 2004:

“We require profound changes and transformations on the labor, economic, social and judicial fronts that allow us to improve education, have access to adequate nutrition, develop health programs, improve the basic services of infrastructure and have access to credit for the productive sector at all levels”.
